2. add an additional field to the comment that specify its number. 1.. 2.. and so on.

1. No, but you can use the [quote] tags if you wish.
2. You could probably achieve it with plugins but not out of the box.
3. Yes, the imagereg usage is controlled by the setting at Message Posting and Editing Options -> Guest Post Image Verification
