Problem with Uploading avatars

I am running the most current update of vBulletin. I have recently moved servers and it's been a while since I did any of this (and last time I did it I still had the benefit of short term memory, which unfortunately I no longer have.)

The problem is this: When my members attempt to upload a profile picture or avatar they get the following error "Upload of file failed." Now, I have the customprofilepics and customavatars folders chmod'd to 777 no problem, it doesn't seem to have made any difference. I have sat and gone down the entire "Show All Settings" on vB options with a fine tooth comb and can find nowhere to imput a root path to the uploads directory or the like (as I would in say IPB).

So, with regards to that, am I looking in the wrong place for it?

The second thing is, I went to the "Avatars" Tab. It presented me with a "Move Items from Database into File System" option, so I checked all the options, made sure they were all chmod'd right and went ahead. This has moved some files but doesn't seem to have helped with the problem at all.

I'm stumped!

EDIT: I did an upload test and it came up with the following:

safe_mode: Off
upload_tmp_dir: None
upload_max_filesize: 2.00 MB

Results
No file uploaded and no local file found. The test cannot continue.

Any advice on how to proceed here? Is this something that needs to be taken up with the host (i.e. max filesize needs to be increased... temp_dir needs creating) or something more serious, anything I can do my end?

The test upload reports a problem but there is no specific error. I recommend you contact your host about this and have them specify a valid upload_tmp_dir directory in the PHP settings (you can see that setting is blank in the test upload).
