Pressure = Force / Area in contact
To find the greatest pressure, the area in contact has to be the smallest (Pressure = Force / Area).
Since mass of block is 60kg, force exerted = mass x gravity = 60kg x 10N/kg = 600N
Smallest area = 2m x 3m = 6m^2
Therefore greatest pressure = Force / Area = 600N / 6 m^2 = 100N/m^2
[Think about a woman wearing heels and another of the same weight wearing flat shoes, the one who is most likely to make the greatest impact on the ground would be the one with heels. Why? Heels have a smaller area of contact with the ground and thus the weight of the woman is fully concentrated the small area of the heels.]
