Disable comments altogether
I want to disable comments for all users' blogs. Ideally, I want it so that users can't comment on other people's blogs...
Also, if I disable this for default user registration, does it mean I have to run a SQL query to disable it for existing users?

Setting these two usergroup permissions to NO will disabled the ability to leave comments for everyone. If this isn't working for you than I expect your user are members of other usergroups that still allow commenting.
vbulletin blog options -> default registration options -> default entry
allow comments & moderate comments - OFF
vbulletin blog options -> default registration options -> permissions & privacy
leave comments (for ignore, buddy & everyone) - OFF
Then for registered users group permissions -> blog general permissions
Can Manage Comments within Own Blog - no
registered users group permissions -> blog comment permissions
Can Post Comments to Own Blog - No
Can Post Comments to Others' Blog - No
Can Edit Own Comments - No
Can Delete Own Comments - No
Follow Blog Comment Moderation Setting - yes

As for what I'm trying to do, is that when you pull up a blog entry (new or existing) I don't want the comment field/ability to leave a comment to be visible. The options are certainly unticked though.
Which makes me think I have to edit the template huh?
In the end I decided to enable them due to the demand for it ;-)

I've done some more poking around... and there is just no way to turn off the comments globally. Can someone please confirm?
