Price & Method to License Video of Pres. Bush Speeches (for-profit documentary)

Hello. I'm seeking specific information about how to best acquire broadcast-quality segments of President Clinton & Bush's speeches, press conferences, etc. including the cost structure (I believe these are in the public domain, but there's probably some administrative cost and cost for the actual video) to properly license them for use in a for-profit documentary. Thank you.

To clarify my clarification, when I wrote that I "I intend to search text of speeches and press conferences to identify a particular clip", I meant that the text searching is a separate step, beyond the scope of this Google Answers Question, so please don't devote your valuable time to that aspect. -Mark

Hello and thank you for considering my question. Not one single clip or segment, but ultimately many, perhaps 40 - 80 of them, but just a minute or two each.
